When I installed my controller I was advised to set gain at 8-15. My Set is at 75% to achieve 15.5 boost, but I'm at 7400 feet elevation. Set would be lower to achieve same boost at 2000 feet. Double check your hose connections at solenoid. If they are reversed you'll see it boost, then fall off to whatever your wastegate actuators are rated at. Have you checked for boost leaks? Sometimes leaks will occur at higher pressures only. Also make sure your limit settings are set properly and aren't interfering with your desired boost level.
